rf900 problems

hello. my name is steve and i have an rf not running well please help. purchased bike that was not running well. was told buddy put jet kit in figured i could undo his work. very bad mileage installed aftermarket emulsion tubes. inspected slide assembly found no spacers under needles. installed correct amount of spacers as per manual. i have adjusted float levels several times. v alve clearance is good. carbs wont sync very well. this rf doesnt run as strong as the one i had before. bike stumbles 3000-4000rpm then cleans up and runs just ok. full throttle will see a very brief cutout at about 9000rpm like you turned kill switch off and on very quickly only once. v ery strange. i can ride all day long on highway and it will run perfect just down on power a bit. the 3000-4000 stumble makes leaving stop sign not fun. please help. thanks to all.
