They thought a light flashing 240 times a minute (4 times a second) was a go ahead? Who can manually flash that many times? A "Flash to go ahead" is usually 2 or 3 flashes, not continuous.
I've been using a modulator 5 years now and never had it mistaken for that.
Even if what you said is accurate, more cagers stop because of the flashing than go?

I have heard that on some forums. First if I see rapidly flashing lights I use caution. Even in the car if I see someone about to pull out in front of me I flash my high beams rapidly.
Now what people do to yeild the right away is flash their high beams once or twice, and even then I proceed with caution. If there is a wreck, it is still my fault.

Never use headlight modulators as I did on my bike which had cost me a lot. A little compromise on style would do a lot of good to your engine.
