Get a multi-meter and start tracing the voltages.
Check that fuse again.
If it is blown again, then start looking for pinched or frayed wires.

There probably is a set of contacts on the start switch button for the headlight......but I don't think that would be connected to the running lights too.
Maybe it is, or maybe there is a relay.

If the fuse was blown once, there probably was a reason that happened.
