I just purchase a 2002 Vstar 1100 classic. it has 24,000 miles. The guy I purchase it from had not rode it in about six months. I I added Seafoam and 93 oct gas and it run great. But, it starts off fine but when i go to stop it stays at a high RPM until I come to a complete stop then it goes to a low RPM. I have looked online and saw some other posts talking about a speed sensor being the problem. Does anyone have any ideals and if it is the speed sensor where is it located?.

I don't think that's the problem at all.
I'm not sure it even HAS a "speed sensor".
Maybe you should ask the people who suggested that might be the problem.

If it's fuel injected, it might be the throttle position sensor sticking.
OR it might be a vacuum leak around the intake.
OR it could be the throttle cables are sticking.

Was it doing that before you bought it ??
