Is there a way I can rotate my left foot gear shifter clockwise and 2-4 degrees? There is a screw that tightins the shifter to a circular metal rod with teeth all around it and after you loosen the screw the shifter slides outward as if it will come off but it stops about half way, even if it could slide all the way off it did not look as if it would because the housing around it looked like it would stop it from coming all the way off. Any help would be appreciated.

Take the screw all the way out, then use a flat screwdriver to pry the clamp apart far enough to move over the splines, allowing you to rotate it without pulling it all the way off.

Thanks Drbob, I tried it and just didnt have enough leverage to open up the clamp. Any other ideas?
If your bike is like mine, the lever has an internal spline that fits on a round shaft with an external spline sticking out of the tranny.

I'm not 100% sure, but you shouldn't have to pry open the clamp.

Take the screw ALL the way out. There should be a groove in the shaft that the end of the bolt fits in. That's why only partially loosening doesn't work. THEN try to take the lever off. There should be a a small dot punched in both the lever and the shaft that tells the factory where to line things up. I had to move mine one notch. It doesn't take much to make a big difference.

BTW, I'd be very careful about bending or prying anything. That is not a common modern manufacturing technique.
