Can't Adjust Idle down

I just bought a 1997 Bandit 1200. It seems to be idling way to fast. I tried to adjust the idle with the gold idle speed adjustment knob under the center cards. But I can turn the screw all day long until it falls out and the engine will still be idling at 2200 rpm. I checked the choke to make sure it was all the way off(open), which it was. Could the problem be with the throttle cables or may be the carb linkage. HELP.

It is the Gold or sometimes Black knob in the centre underneath the carbs.

Do the revs increase if you turn the bars as this would suggest the cables are adjusted up far to tight !! You should be able to de/adjust the cables at the throttle housing on the bar.
