car backs into bike

I am parked outside a bank for no more than 20 minutes. I am at a metered spot and there is a car in front of me and one in back. I come out to find my bike on the ground. Two witnesses tell me the guy gets in his car backs right into bike and just takes off. One witness was about 10 feet from the drivers window when he was backing up and said once he hit it he looked at him and just drove off. Talk about taking the fun out of a day of riding. Nobody got the plates or called it in. Thankfully the frame sliders saved the fairing and all that got scratched up was the bar end and the mirror. I don't know, I picked up my bike just in disbelief that people dont care that much about other peoples stuff.

I would think that's asking for a problem.If two bikes were parked in separate parallel spots would it be ok for a car to try to squeeze in between and park?
The key words are "into a spot that is open"
