When i start my back cold, (and of course, have the choke 100% open), i have to hold the starter for about 10 full seconds until enough gas gets going for the bike to keep running.

Now, i have a suspicion my cables need tightening (pull/push cable).

When i'm in my top gear and i open up the choke all the way, i barely coast @ about 30 mph. My friends w/ similar bikes can coast down the freeway w/ their choke open. (this means not using throttle @ all)

Can i adjust this thing witHOUT having to yank off the gas tank (+ 17 other things) to get to the engine & adjust the bolts?

Are you trying to use your choke as a cruise control?

Choke is meant to limit the air flow to your engine to give it a more rich fuel-air mixture to start with (in a carbed engine). In a Fuel Injected engine, yeah it jams up your idle and fuel-air mixture, but why do it? Cruise control is not what it was meant to do. If it's not performing that well for you at startup and you have EFI, think about getting your injectors cleaned (simple fuel treatment). If it runs great except when it's cold/choked play around with how much you choke it. Some vehicles will idle rough once they are warming up and choke is still on.
