I own a VTX 1300 R.
Ever since I've had the bike, if you take the hands off the handle bars the front end wobbles uncontrollably.
Is this something that these bikes do or is there something wrong with it?

No and yes, probably.

What year ? How many miles on the tires ?
What kind of roads and at what speed ?
What pressures in the tires ?

Most bikes I've owned did that at a relatively low speed......say 20 MPH, but I wouldn't call it "uncontrollable" and above that it smoothed out.

You probably need a shop to look at it.
Most likely GUESS: unevenly worn tires (cupped).
Next, rear wheel mis-alignment, really.
Next, something loose in the front suspension or bearings.

usually worn tire - historically, when my front tire gets below 50% tread life, the front will wobble when I let of the gas, and a little worse when I brake.

additionally, the tire may not have been put on the rim properly - there is a dot and that is the lightest spot and should be located at the tire stem.

and the possibility of bearings and out of whack rear tire are also possible; didn't mention mileage on said bike.

9 times out of 10 it is the tires. Properly balanced, proper pressure, proper allignment, and good tread will most likely solve that. Bearings are a last solution usually.
