Can't tell without doing some fairly simple tests.
But some equipment is needed to test.

Please don't throw parts (and money) at it based only on a wild guess.

If this hasn't been ridden much lately, some fresh gas would be a good idea.

Before you do anything else, try a "double dose" of Berrymans B12 Chemtool in the tank.
Read the instructions. This does NOT mean 2 cans, but twice the recommended amount.
I think that would be about 2 ounces per gallon of gas.
If your injectors are clogged, this might do wonders.
After that would be fuel filter, if it has one.
After that would be inspect and replace the plugs.....if that is fairly easy to do.

After that I would take it to a shop.

The bike requires only regular gas and might run better with that.
There is nothing better about E3 plugs except the marketing hype.

It would have been nice to have all of that information in the FIRST post.
Is this model fuel injected or carb'ed ?

Either way, see the other recommendations on post #2.

OH.....and another thought, this can also be caused by a plugged muffler (think rodent nest) or intake or exhaust mods.
Does it have the stock air filter and a real muffler ??

OK, fine. Just keep wasting money on guesses. Not my money.
The fuel pressure can be TESTED.

I repeat my suggestion for a healthy dose of injector cleaner; Techron, B12 or Gumout (NOT SeaFoam) and a new fuel filter and then I quit.
