No, you replace the fork seals when they leak. Since you didn't bother to tell us what you ride, I have to ask a few basic questions. Is your front preload adjustable? Are there only 1300 miles on the bike, or is this since a service? How much is 'noticeably'? Has the ride quality changed?

oops

I ride a 04 suzuki 650 sv. it has 1300 miles on it total. i really dont know if the front springs are preload asjustable. noticeable is that i can put my feet flat on the ground where as before i couldnt. i dont think the ride quality has changed. so how do you know when the front seals are leaking?

You'll see oil and dirt buildup. It's not likely they're leaking yet unless you're a stunter.

Your manual can help with the suspension adjustability. It's normal for new springs to settle some. Also, your tires have worn a bit. The rear spring plays more of a role in saddle height anyway.
