A clogged anything-line can be intermittent as the obstruction finds it way to an exit.
Remove the air intake and visually inspect the carbs for cleanliness and obstruction.

If you had sense enough to order a manual for your bike, I assume you have sense enough to pay attention to the order of precedence when removing a part and replacing it. Take something apart and check it out.
