97 marauder fuel pump makes a fast clicking sound when you hit the starter button. Bike doesn’t turn over from the button. It only turns over by jumping the solenoid. Bike also will not run off its own fuel. Is the fuel pump the problem?

No. Most likely the battery is the main problem.
The clicking sound you hear is probably the starter solenoid, not the fuel pump.
Or one of the main battery connections.
Might also have a fuel pump problem.

First make sure battery is charged to max 12.8 volts ,check voltage to starter coil,battery side.You should have same voltage as battery Positive side to ground,if not check connections,then check the voltage to ground on starter relay discharge side. Voltage should be close to input
, clicking is usually bad contracts in starter relay ,or not enough amperage from battery,you could have 12volts but will drop to below 10 volts with load(starter button pressed)

Not when the starter is turning it won't be.
The starter pulls a HUGE amount of current and will produce a large voltage drop while it is turning the engine.
It is not unusual to see the voltage at that point go down to 10 while the engine is turning over.
