I'm guessing, here. Nut will know. Maybe as a little added insurance against losing the top during a crash and thus spreading hyudraulic fluid all ov er the track for the poor guy behind you to slip in?

+1 on meatman, but I am only guessing, seems logical though.
Same as if you use a road bike on a track you have to tape up the lights so you don't spread glass if they break.

the sweatband around the brake reservior is to keep unnecessary heat away from the fluid, i.e. sunlight.
